15:45-16:45 Setting the policy scene for TNE in Romania: panel discussion

The Ministry of Education (MoE) will be invited to present a national perspective on the internationalisation of higher education in Romania and outline initiatives that aim to strengthen global engagement between the country’s HE institutions and global audiences, such as positioning Romania as a global study destination through the Study
in Romania portal. The role of TNE will be highlighted as a vehicle that drives the international higher education agenda and HE collaborations at the institutional level.
The new TNE legislation (best to use the wording of the new law) places the quality oversight of HE provision on ARACIS. This is an opportunity to hear directly from ARACIS on the proposed steps to safeguard the quality of TNE in the country.

The UK’s QAA will share their experience in TNE and quality assurance. Set up in 1997, the QAA served as a model that informed the design of national quality bodies globally. The QAA will draw on the UK’s regulatory landscape for TNE and their work with quality bodies internationally.

This session will start with an overview of the work of the National Council of Rectors, currently chaired by the Rector of the University of Agronomic Sciences and Veterinary Medicine of Bucharest, a sector body representing a wide range of Romanian universities. The National Council of Rectors in Romania was established in 1992. Its main purpose is to represent its member universities’ interests and promote higher education.
Universities UK, a sister organisation to the National Council of Rectors, is the collective voice of 142 universities in England, Scotland, Wales, and Northern Ireland. UUK recently celebrated its 105th anniversary. UUK will showcase areas where successful campaigning and lobbying has protected the core work of UK universities, such as the protection of research and teaching funding, the future of university admissions, global engagement activities, including TNE.
Ecctis and National Centre for Recognition and Equivalency of Diplomas (CNRED) will detail the recognition of international degrees and qualifications in Romania, with a special focus on TNE. Ecctis will shed light on its work in the TNE quality benchmarking area, which draws on its broader strategic engagement with national authorities, regulators, qualifications recognition bodies, networks, and other TNE stakeholders internationally, aimed at improving the recognition climate for TNE.
