• Creating an emergency fund, from European money, for the community activitiesthat non-governmental organisations provide during this period, in support of local authorities that cannot cover the needs of all vulnerable citizens ;
  • Exemption from the payment of income tax for wages and social contributions (CAS , CASS and CAM )for a period of 6 months, with the possibility of extension;
  • The granting of a monthly subsidy of 75% of the gross average wage, for the employers without patrimonial purpose, who can continue their activity during the state of emergency, but do not have the financial resources necessary to pay the salaries;
  • Monthly allowance in the amount of 75% of the gross average wage, in case the employers legal entities without patrimonial purpose are forced to resort to the suspension of the employment contracts, during the period of emergency;
  • Applying the same measures to maintain the financing for the salaries of the personnel of the non-governmental organizations that carry out activities similar to the personnel of the public system(in areas such as health, social assistance, education, social inclusion, culture, etc.);
  • Maintaining intact subsidies for non-governmental organizations providing social services, granted on the basis of Law no. 34/1998;
  • Urgent payment of all debts or repayments that the state is due to make to non-governmental organizations(such as payment of allowances for medical leave, etc.) ;
  • The deferred payment for utilities services, as well as the deferred payment of the rentfor the building destined for social headquarters and secondary offices, for the duration of the establishment of the state of emergency, similar to the facility for SMEs from GEO no. 29/2020.
