He is also a lecturer at the University of Bucharest plus a familiar face hosting and moderating major business events in Romania. Christophe Weller – Founding shareholder and CEO of COS
Christophe Weller, the founder of COS, is a visionary in the development of the fit-out services sector in Romania, with over 30 years of expertise in the industry.

Opening Presentation: Codrin Scutaru – CEO at Public Affairs Solutions
Codrin Scutaru is the CEO of Public Affairs Solutions. Previously, starting in 2018, he served as the Managing Director of the Romanian branch of the American law and public affairs group, McGuireWoods, led by former Governor Jim Hodges, who was the vice-chair of Barack Obama’s 2008 campaign. In January 2020, he fully took over the ownership and management of the company, which continues to operate in Romania under the name Public Affairs Solutions. His “why” is very simple: we develop Romania through public affairs, we think differently, and we challenge the status quo.
With degrees in political science and law, a PhD in sociology, and board directorship certification from Henley Business School – University of Reading, Codrin is one of the most experienced executives in his field in Romania and Eastern Europe. He has been responsible for implementing large-scale public affairs campaigns in areas such as private pensions, value vouchers, medical services and pharmaceuticals, the automotive industry, and taxation. He has also supported major investors in establishing local operations or maintaining strategic investments in Romania. Before joining McGuireWoods, Codrin accumulated significant experience in central administration, serving as Secretary of State at the Ministry of Labor for almost three years, and as an advisor at the Prime Minister’s Chancellery and a European integration advisor for five years. In 2013, he led Romania’s delegation to the UN General Assembly, promoting an agenda related to the protection of the rights of people with disabilities and sustainable development.

Vlad Stoicescu – President of the Romanian Association for Sustainable Fuels and ADREM Sales Director
Vlad Stoicescu is a recognized leader in the sustainable energy sector, currently serving as the President of the Romanian Association for Sustainable Fuels and ADREM Sales Director. With a strong foundation in strategic planning and organizational leadership, Vlad has spearheaded initiatives that are shaping the future of sustainable transport in Romania and Eastern Europe. As trusted consultant to the Romanian Government, Vlad plays a key role in the implementation of the Alternative Fuels Infrastructure Regulation. His contribution has been crucial in aligning national policies with European objectives, advancing clean mobility solutions across the country.
As the former Strategy and European Compliance Manager of Bucharest Airports National Company, Vlad’s expertise extends to intelligent transportation systems (ITS), where he was a key expert for the Ministry of Transportation, the Bucharest Municipality, and all transportation companies in a multi-stakeholder effort for a seamlessly integrated intermodal transportation strategy. In the hydrogen sector, Vlad has been appointed as a consultant for the development of the National Hydrogen Strategy by the Minister of Energy. His association has published multiple comprehensive market studies identifying hydrogen offtakers in hydrogen valleys, guarantees of origin (GoO) for transportation services, and several other subjects that further advance Romania’s decarbonization efforts. Additionally, Vlad is promoting the Messer-Gaetano one-stop-shop hydrogen-fueled public transport solution, positioning hydrogen as a key element in the future of public transportation.
