Țuca Zbârcea & Asociații announces the promotion of Șerban Pâslaru to Equity Partner. He will join the eight founding partners who serve on the firm’s management committee.
As from 1 January 2025, Șerban Pâslaru becomes Equity Partner following a decision made by the firm’s management committee, comprising the eight founding partners: Florentin Țuca, Gabriel Zbârcea, Ștefan Damian, Cornel Popa, Sorin Vlădescu, Răzvan Gheorghiu-Testa, Ciprian Dragomir and Robert Roșu.
Șerban Pâslaru has been with Țuca Zbârcea & Asociații since the firm’s inception in March 2005 and became a Non-Equity Partner in January 2009. He is one of the main coordinators of the firm’s projects in public procurement, concessions, public-private partnerships and labour law.

Șerban Pâslaru specialises in public procurement, concessions and public-private partnerships, advising on large-scale social infrastructure projects, telecommunications networks, transport (rail, road, maritime and airport), utilities (sewerage, waste management and water supply) and other major investments in strategic sectors, including national defence, where he conducted projects with a cumulative value in excess of €10 billion. He also has extensive expertise in labour law, having been involved in a variety of matters, including workforce restructuring, business transfers and collective bargaining.
A graduate of the Faculty of Law at “Nicolae Titulescu” University in Bucharest, he has been a member of the Bucharest Bar since 2002, and an active member in professional associations such as Multilaw, the European Employment Lawyers Association (EELA) and the HR Club.
